In business, any stable Government will advise merchants not to hoard any essential goods in big proportion. The hoarded commodity will not be available for the people. They will be tempted to pay more to get the goods under temporary scarce conditions.
Government regulates with orders and stringent measures just to avoid escalation of prices in respect of the hoarded commodity. This is all about the macro economics in state governance.
